SCRAP METAL: PREFERENTIAL ACCESS, PRICING TO CONTINUE POST DECEMBER 2023

The Department of Trade, Industry & Competition has gazetted two notices announcing a four-year extension to the scrap metal preferential pricing and export control policy directive introduced in 2013. However, the extension will only come into effect in December 2023, once a temporary suspension of these measures has been lifted.

The policy directive was suspended as one of several steps being taken to curb cable theft, illegal trade in scrap metal and concomitant infrastructure damage. Once in force, proposals gazetted on 25 July 2023 for public comment are expected to address unforeseen gaps in these measures.

  • notice extending the preferential pricing system for local steel mills (once the suspension is lifted)
  • notice extending the requirement that scrap metal is offered to these mills before being exported (once the suspension is lifted)
  • temporary suspension notice
  • SA Legal Academy report on proposed additional measures
