The International Trade Administration Commission (ITAC) has called for public comments by 14 November 2025 on draft revised price preference guidelines affecting ferrous and non-ferrous waste and scrap metal exporters – and with implications for local processors.
Once finalised, the draft revised guidelines will determine the price at which certain categories of scrap should be offered for sale to domestic scrap beneficiating entities before becoming available for export.

In April and May 2025, the Department of Trade, Industry & Competition and ITAC respectively gazetted notices calling for public comments on the merits or otherwise of reviewing the price preference system. This was in the context of an ITAC investigation into challenges facing South Africa’s integrated steel value chain and the likely impact of modifying the discount level, as SA Legal Academy reported at the time. The draft guidelines appear to suggest that a review was deemed necessary.
