The Presidency has issued a media statement announcing the imminent publication of a proclamation assigning the shareholder responsibility for state-owned enterprises to various line-function ministries. The proclamation will be added to this report as soon as it has been gazetted.
The move is in line with plans to which President Cyril Ramaphosa referred briefly in his 30 June 2024 speech on government of national unity Cabinet appointments.
Pending the transfer of Department of Public Enterprises human and financial resources elsewhere, Minister in the Presidency responsible for Planning, Monitoring & Evaluation, Maropene Ramokgopa, will serve as its executive authority.
Against that backdrop, the Minister is also responsible for ensuring that the National State Enterprise Bill now before Parliament is finalised. According to the statement, once passed, enacted and operationalised this proposed new piece of legislation will prescribe how shareholder responsibility for each SOE is exercised. This is noting provisions enabling the ‘phased’ transfer of affected SOEs into a national enterprise holding company.
