SOUTH AFRICAN INSTITUTE FOR DRUG-FREE SPORT AMENDMENT BILL READY FOR TABLING IN PARLIAMENT

Please note: On 24 November 2023 the Bill was formally tabled in Parliament, as reflected on Page 2 of parliamentary papers circulated that day.

The South African Institute for Drug-free Sport Amendment Bill has been gazetted, with a notice announcing its imminent introduction in Parliament.

Presumably, the Bill’s intention is to align the principal statute with the World Anti-Doping Agency code. Unfortunately, however, there is no memorandum on the Bill’s objects; neither has Sport, Arts & Culture Minister Zizi Kodwa issued a media statement on the Bill. 

Against that backdrop, the most obviously material amendments proposed in the Bill appear to be:

  • a raft of new definitions, and
  • clause 6, which provides for a substitute section 17 dealing with the composition, powers and functions of the independent Anti-Doping Appeals Board.
