SPATIAL PLANNING AND LAND USE MANAGEMENT: NORMS AND STANDARDS OUT FOR COMMENT

The Department of Agriculture, Land Reform & Rural Development has called for input by 12 November 2023 on draft norms and standards for implementing the Spatial Planning & Land Use Management Act, 2013.

Gazetted on 13 September 2013, the proposals have implications not only for provincial and local governments but also for an array of affected institutions and stakeholders.

Once finalised and in force, the new norms and standards are expected to assist in planning for land use management in a manner that:

  • differentiates between areas, needs and types of land use
  • takes cognisance of ‘varying municipal capacities’, and
  • is in keeping with national government’s commitment to promoting and facilitating:
    • social inclusion
    • spatial equity, and
    • desirable settlement patterns.
