SPECIAL APPROPRIATION BILL: NCOP COMMITTEE CALLS FOR SUBMISSIONS

The NCOP’s Appropriations Committee has issued a notice calling for written submissions by 24 April 2026 on a Special Appropriation Bill. The proposed new piece of legislation retrospectively allocates additional funds to specific initiatives within certain national departments for the 2025/26 financial year. Parliamentary hearings are scheduled to take place four days later.

At the time of writing, the Bill had not yet been passed by the National Assembly.

The departmental initiatives for which additional funds are required include:

  • asset and liability management (National Treasury)
  • international financial relations (National Treasury)
  • ICT infrastructure development and support (Department of Communications & Digital Technologies), and
  • Electoral Commission institutional support (Department of Home Affairs)
