SPECTRUM MANAGEMENT: INPUT SOUGHT ON DRAFT RADIO FREQUENCY MIGRATION PLAN

Please note: On 8 March 2024 (12 days after the document was gazetted), the authority published a media statement among other things referring to the 'global and regional harmonisation of radio frequency spectrum' as 'an important initiative' 1) allowing South Africa to 'enjoy the benefits of ... economies of scale and scope' and 2) 'warrant(ing) the introduction of new technologies with greater spin-offs' for the country and its people.

The Independent Communications Authority of South Africa has called for input by 31 May 2024 on a draft radio frequency migration plan intended to ensure the efficient management of spectrum to the benefit of all South Africans. To that end, among other things the draft plan:

  • identifies where a change in the use of a radio frequency band may be required and why
  • outlines the process for migrating users and usages from one spectrum location to another or within the same band, and
  • in that context identifies radio frequency bands:
    • for which assignment plans have been developed, and
    • those likely to require feasibility studies, and
  • outlines the likely impact of the draft radio frequency migration plan once implemented.
