TAX AND RETIREMENT REFORM BILLS: PARLIAMENTARY HEARINGS SCHEDULED, SUBMISSIONS INVITED

The National Assembly’s Standing Committee on Finance has issued a notice calling for written submissions of five draft Bills giving effect to proposals in the 2023/24 Budget, including those for a two-pot retirement system. This is in anticipation of parliamentary hearings scheduled for 19 and 20 September 2023. Submissions should reach the committee by midday on 18 September 2023.

The notice lists key provisions in each of the following:

  • draft Revenue Laws Amendment Bill
  • draft Revenue Administration & Pension Laws Amendment Bill
  • draft Rates & Monetary Amounts & Amendment of Revenue Laws Bill
  • draft Taxation Laws Amendment Bill
  • draft Tax Administration Laws Amendment Bill

In June 2023, National Treasury called for stakeholder input on the draft Revenue Laws Amendment Bill and Revenue Administration & Pension Laws Amendment Bill. The draft Rates & Monetary Amounts & Amendment of Revenue Laws Bill, Taxation Laws Amendment Bill and Tax Administration Laws Amendment Bill were released the following month for public comment. However, the committee notice calling for submissions was posted on Parliament’s website well after close of business on 18 September 2023. It may even have been published the following day (a Saturday) and backdated. This has obvious implications for stakeholders who have not yet done so to consider what is being proposed and prepare their submissions.
