Parliamentary papers have confirmed that the NCOP’s Finance Committee has considered and accepted the 2025/26 Taxation Laws Amendment Bill, Tax Administration Laws Amendment Bill and Rates & Monetary Amounts & Amendment of Revenue Laws Bill. Once passed by the House, they will be sent to President Cyril Ramaphosa for signature.
Committee reports on the Bills were tabled just two days before Finance Minister Enoch Godongwana delivers his 2026/27 Budget speech and formally introduces related proposed new legislation for the next financial year.
As SA Legal Academy has already reported, the National Assembly passed the Bills in stages.
Tabled on 24 April 2025, the Rates & Monetary Amounts & Amendment of Revenue Laws Bill was endorsed by the National Assembly on 4 December 2025, when it was sent to the NCOP for concurrence. Tabled in September 2025, the two tax Bills passed and referred to the NCOP on 13 January 2026.
Together, the three Bills give effect to tax proposals in the 2025/26 Budget.
