The Presidency has issued media statements announcing that three more Bills have been signed into law. At the time of writing the new Acts had yet to be gazetted.
Once operationalised, among other things the Preservation & Development of Agricultural Land Act is expected to ensure the nationwide co-ordination and harmonisation of provincial agricultural sector and land use policy development and planning. This is with the aim of promoting and preserving ‘a sustainable agricultural environment’ and optimising the use of arable land for food production.
The Housing Consumer Protection Act’s overarching objective is to ensure that the home building industry is more effectively regulated. Also applicable to subsidised housing projects, homeowner builders, repair work, renovations, alterations and extensions to an existing home, the new statute is expected to prevent the delivery and proliferation of sub-standard housing. Provision is made for the Act’s phased commencement.
Once operationalised, the Marine Pollution (Prevention of Pollution from Ships) Amendment Act is expected to strengthen measures intended to curb air and sewage pollution from ships. To that end, it aligns the principal statute with the international convention concerned. It is unlikely that the new Act will commence immediately.
