TOBACCO PRODUCTS & ELECTRONIC DELIVERY SYSTEMS CONTROL BILL: CALL FOR SUBMISSIONS

Please note: On 31 July 2023, the Parliamentary Monitoring Group published a notice extending the deadline for public comment to 4 September 2023. This was confirmed the following day in a committee media statement.

In anticipation of public hearings when Parliament returns from its long winter recess, the National Assembly’s Health Committee has called for written submissions on the Tobacco Products & Electronic Delivery Systems Control Bill. The deadline for input has been set at 4 August 2023.

As previously reported, once in force the Bill will align South Africa’s tobacco control legislation with World Health Organisation (WHO) Framework Convention requirements, among other things by:

  • making it mandatory for certain indoor areas and portions of some outdoor areas to be 100% smoke-free
  • banning cigarette vending machines
  • prohibiting tobacco product displays at points of sale
  • standardising tobacco product packaging and labelling, and
  • regulating electronic nicotine and non-nicotine delivery systems.
