TOURISM: DEVELOPMENT AND PROMOTION GREEN PAPER OUT FOR COMMENT

Please note: On 4 September 2023, the Department of Tourism issued a media statement on the Green Paper, outlining Minister Patricia de Lille’s perspectives on its contents.

The Department of Tourism has called for input by 30 October 2023 on a Green Paper focusing on the sector’s development and promotion. Comments received will inform the process of preparing a White Paper to replace one published in 1996.

According to an executive summary of the Green Paper, ‘the tourism economy has yet to exploit its full potential’. This is attributed to a range of factors, including:

  • safety concerns
  • inadequate capacity for responding to and managing disruptive sector-specific and broader shocks and risks
  • a relatively weak domestic market, and
  • the barriers faced by prospective new market entrants.

Proposals for addressing these issues include:

  • ‘a research-based tourism safety response programme’
  • an investigation into the merits or otherwise of establishing ‘a specialised police unit with capacity for focused preventative measures and the swift resolution of incidents involving tourists’
  • regulating the short-term rental market in such a way that it joins the mainstream economy (nevertheless minimising the negative impact of regulations on existing businesses and employment prospects)
  • addressing immigration and transport-related challenges, and
  • cutting edge skills development in keeping with technological advancements.

The executive summary also draws attention to the need for accelerated transformation and more effective support for small and medium enterprises operating in the sector.
