TRANSPORT BILLS UPDATE: PARLIAMENTARY PAPERS SOW CONFUSION

Please note: Reprinted parliamentary papers have confirmed that only the National Land Transport Amendment Bill’s 'F' version has been passed and sent to the President for signature. On 13 December 2023, the Economic Regulation of Transport Bill’s ‘D’ version was published. It has been returned to the National Assembly Transport Committee, which will consider changes made by the NCOP when Parliament reconvenes. 

Parliamentary papers circulated on 7 December 2023 have erroneously reported that three transport Bills have been sent to the President for signature. In fact, the NCOP has proposed amendments to two of the Bills, which will require the National Assembly’s endorsement before the revised Bills are ready to leave Parliament.

The three Bills concerned are:

  • the National Land Transport Amendment Bill’s ‘F’ version (addressing issues that have arisen during the Act’s implementation and the introduction of bus rapid transit systems)
  • the Economic Regulation of Transport Bill’s ‘D’ version (establishing a single, multi-modal, independent transport regulator consolidating those already in existence) (at the time of writing the latest version was not available)
  • the National Road Traffic Amendment Bill’s ‘D’ version (further regulating the driving school industry and its instructors; and strengthening existing licensing measures)
