TRANSPORT: DRAFT AMENDMENTS TO DRIVERS’ LICENSING REGULATIONS OUT FOR COMMENT

The Department of Transport has gazetted a notice calling for input by 17 September 2026 on draft amendments to regulations under the 1996 National Road Traffic Act affecting drivers’ licences.

Published on 18 August 2026 but backdated to the previous day, the proposals concerned focus on the validity period of learners’ and drivers’ licences.

Depending on the type of vehicle to which a driving licence applies, it is envisaged that the validity period could be indefinite unless suspended or cancelled in terms of requirements under the 1998 Administrative Adjudication of Road Traffic Offences Act.

Where a licence renewal application outcome remains pending, it is proposed that the existing licence validity period would be between five and 10 years – depending to the applicable code.
