WASTE MANAGEMENT: DRAFT FIVE-YEAR STRATEGY GAZETTED FOR COMMENT

The Department of Forestry, Fisheries & the Environment has called for input by 6 March 2026 on a draft national five-year waste management strategy that, once finalised, will replace the 2020 iteration – adding six new waste streams to those already listed. It is envisaged that these would be:

  • absorbent hygiene products
  • organic waste
  • clothing and textiles
  • automobiles
  • coal ash, and
  • construction and demolition waste.

The 60-day commentary period does not include the 15 December 2025 to 5 January 2026 festive season break.

According to the draft strategy’s executive summary, its overarching objective is to prevent waste, and where waste cannot be prevented to facilitate its phased diversion from landfill (beginning with 40% during the next five years). This is with the aim of ensuring that, eventually, ‘all South Africans live in clean communities with waste services that are well managed and financially sustainable’. To that end, the strategy seeks to:

  • mainstream ‘a culture of compliance resulting in zero tolerance of pollution, litter and illegal dumping’
  • promote capacity building, and
  • facilitate waste management practice awareness raising.

The strategy is underpinned by government’s ongoing commitment to the circular economy.
