WATER RESOURCES INFRASTRUCTURE BILL OPEN FOR SUBMISSIONS

Please note: The committee notice was eventually posted on Parliament’s website 12 days later, on 18 October 2023.

The National Assembly’s Water & Sanitation Committee has called for written submissions by 4 November 2023 on the South African National Water Resources Infrastructure Agency SOC Ltd Bill. This is according to a notice posted on the Parliamentary Monitoring Group website. At the time of writing, the call for submissions had yet to be published by Parliament itself.

Tabled in August 2023, the Bill’s overarching objective is to ‘establish a juristic person (the agency) under the ownership and control of the state’ in order to:

  • administer, fund, finance, develop, operate, maintain and manage national water resources infrastructure in ‘an efficient and cost-effective manner’:
    • with the aim of meeting ‘the social and economic developmental needs of current and future water users’, and
    • within the framework of national government policy and constitutional imperatives, and to
  • provide the advisory services entailed.

In addition, the Bill provides for the disestablishment of the Trans-Caledon Tunnel Authority and the transfer of all its assets, liabilities, rights, obligations, powers, treaty and non-treaty functions to the agency as a going concern.
