WATER RESOURCES MANAGEMENT: SECOND BILL HEADS TO PARLIAMENT

The Department of Water & Sanitation has gazetted the pre-tabling explanatory summary of a National Water Amendment Bill approved by Cabinet during its meetings on 22 July and 6 August 2025.

Not yet available, once passed by Parliament, enacted and operationalised the proposed new piece of legislation is expected to:

  • ‘ensure that the country’s water resources are well managed, protected and conserved’ and
  • ‘eliminate the imbalances of the past relating to water allocation’.

This is according to a media statement on the Cabinet meetings at which the Bill was approved.

The explanatory memorandum itself refers to provisions intended to ‘enhance and strengthen’ the principal statute’s implementing regulations.

A Water Services Amendment Bill approved during the same Cabinet meetings has already been tabled in Parliament, as SA Legal Academy recently reported.
