WATER SERVICES: NATIONAL ASSEMBLY COMMITTEE CALLS FOR INPUT ON AMENDMENT BILL

The National Assembly’s Water & Sanitation Committee has issued a notice calling for written submissions by 28 February 2026 on the National Water Services Amendment Bill.

Tabled in October 2025, according to a memorandum on the Bill’s objects, once passed by Parliament, enacted and operationalised it will:

  • introduce ‘a requirement that water services can only be provided by an entity or mechanism … licensed to do so’
  • make non-compliance with the principal statute and associated national norms and standards an offence, and
  • introduce a water services licensing regime that:
    • ensures the accountability of water service providers by introducing contracting and performance management requirements, and
    • strengthens the ‘institutional reform and alignment of water boards’.
