YOUTH DEVELOPMENT: AGENCY AMENDMENT ACT JOINS STATUTE BOOKS

Please note: On 2 September 2024, a presidential proclamation was gazetted announcing the Act’s retrospective commencement on 18 September 2024. The Act was gazetted on 2 September 2024.

The National Youth Development Agency Amendment Bill has been signed into law, although at the time of writing the Act itself was not available. Once gazetted, it will be added to this report.

Meanwhile, according to a Presidency media statement on the latest piece of legislation to join the statute books, once in force it will:

  • ‘narrow’ the agency’s objectives to facilitate the more effective implementation of fundable programmes, where necessary with the assistance and support of other organs of state
  • empower the agency to refocus its operations at a ‘functional’ level on:
    • national youth service
    • economic transformation
    • job creation
    • entrepreneurial support and
    • interventions assisting young people to find employment, and
  • strengthen governance.

Tabled in June 2022, the Bill was eventually passed by Parliament in March 2024.
