ECONOMIC RECOVERY: TREASURY, PRESIDENT STATEMENTS SPARK HOPE?

During the past five days, National Treasury (with the Department of Energy & Electricity) and President Cyril Ramaphosa have issued media statements hinting at moves afoot with the potential to facilitate much-needed economic recovery.

Released on 6 June 2025, National Treasury’s statement focused on government’s independent electricity transmission programme, outlining milestones achieved to date. They include:

  • a 24 March 2025 ministerial determination on planned electricity infrastructure procurement
  • draft transmission regulations gazetted on 3 April 2025 for public comment (as SA Legal Academy reported at the time)
  • a marketing exercise conducted to inform the process of formulating the ‘request for qualification’ to be used in developing ‘a bankable, responsive procurement programme’, and
  • work under way on developing a credit guarantee programme (in liaison with the World Bank).

Issued on 10 June 2025, the statement from President Cyril Ramaphosa announced:

  • a date for the long-promised national dialogue (15 August 2025)
  • the names of an ‘eminent persons group’ to ‘guide and champion’ the dialogue
  • administrative and process arrangements, and
  • plans for a follow-up national dialogue in 2026.
