LOCAL & PROVINCIAL GOVERNMENT: TWO BILLS TABLED IN PARLIAMENT

The Intergovernmental Monitoring, Support & Interventions Bill and DA MP George Michalakis’ Local Government: Municipal Structures Second Amendment Bill have now been formally introduced in Parliament.

A SA Legal Academy has already reported, the Intergovernmental Monitoring, Support & Interventions Bill focuses on support for provinces and municipalities ‘in need of assistance’, along with related monitoring processes.

Submitted to Parliament in March for planning and information purposes only, DA MP George Michalakis’ now formally tabled Local Government: Municipal Structures Second Amendment Bill has already been the focus of discussions in the National Assembly’s Co-operative Governance & Traditional Affairs Committee.

As SA Legal Academy reported at the time, the Bill’s proposals could eventually be integrated into a broader piece of legislation being developed by the department concerned.

Meanwhile, the Bill’s overarching objective is to:

  • introduce electoral thresholds with the aim of curbing the destabilising ‘kingmaker’ practice now rife in coalition government at local level, and
  • extend the period within which the first meeting of a newly elected council should be called.
