MAIL CONVEYANCE: DRAFT REGULATIONS OUT FOR COMMENT

The Independent Communications Authority of South Africa has called for input by 29 November 2024 on draft mail conveyance regulations among other things covering:
- the general powers and duties of conveyors
- the legal possession and ownership of mail
- insurance against loss or damage
- liability and compensation for loss or damage
- the security of mail
- rebate for the delayed delivery of express mail
- data security
- the conveyance of dangerous and prohibited goods, and
- disaster management.
The proposed new secondary legislation follows a review of the prevailing regulations begun in 2023. A findings document was published in March 2024, as SA Legal Academy reported at the time.
