MAIL CONVEYANCE: DRAFT REGULATIONS OUT FOR COMMENT

The Independent Communications Authority of South Africa has called for input by 29 November 2024 on draft mail conveyance regulations among other things covering:

  • the general powers and duties of conveyors
  • the legal possession and ownership of mail
  • insurance against loss or damage
  • liability and compensation for loss or damage
  • the security of mail
  • rebate for the delayed delivery of express mail
  • data security
  • the conveyance of dangerous and prohibited goods, and
  • disaster management.

The proposed new secondary legislation follows a review of the prevailing regulations begun in 2023. A findings document was published in March 2024, as SA Legal Academy reported at the time.
