The NCOP Committee on Public Infrastructure (apparently also dealing not only with matters for which Ministers in the Presidency are responsible but also transport) has called for written submissions on a ‘B’ version of the Marine Oil Pollution (Preparedness, Response & Cooperation) Bill. The deadline is 30 November 2024 – possibly in anticipation of more parliamentary hearings.
Passed by the National Assembly nearly a year ago, the Bill lapsed when Parliament rose for the May 2024 elections and has since been revived.
Its purpose is to give effect to an international convention with a similar title, which has been in force since May 1995 and to which South Africa has apparently long been signatory.
Parties to the convention are encouraged to ‘co-operate in the following areas of spill preparedness’
Once passed and enacted, the proposed new piece of legislation will be operationalised by regulations recently released in draft form for public comment – as SA Legal Academy has already reported.
