MUNICIPAL POWERS & FUNCTIONS AMENDMENT BILL: NCOP COMMITTEE CALLS FOR SUBMISSIONS

                The NCOP’s Finance Committee has issued a notice calling for written submissions by 18 August 2023 on a ‘B’ version of the Municipal Powers & Functions Amendment Bill.
Tabled in September 2022 and passed by the National Assembly in May 2023, the Bill proposes a ‘uniform, consistent, transparent and equitable’ regime for calculating and levying land development charges.
According to a memorandum on the Bill’s objects, this is noting:
	- the ever-increasing demand for investment in municipal infrastructure in the context of population and economic growth
 
	- the importance of ‘ensuring that the beneficiaries of infrastructure pay a fair share of the costs of installing it, relative to other residents’
 
	- the operating costs of basic service delivery to poor households, and
 
	- in some cases, the need for ‘an additional revenue stream to support municipal borrowing programmes’.
