PARLIAMENT: COMMITTEE MEETING DATES POINT TO IMMINENT FINALISATION OF SIX BILLS

The NCOP Committee on Transport, Public Service & Administration, and Public Works & Infrastructure is expected to consider proposed amendments to the Expropriation Bill’s ‘B’ version on 7 February 2024, according to Parliament’s latest committee meetings schedule. Should any changes be adopted, the revised Bill will then be sent to the provincial legislatures for the preparation of final mandates – which the committee is expected to consider on 21 February 2024.

On 13 and 27 March 2024, the same committee is expected to consider negotiating and final mandates respectively on the Marine Pollution (Prevention of Pollution from Ships) Amendment Bill and the Transport Appeal Tribunal Amendment Bill. According to Parliament’s latest committee meetings schedule, provincial negotiating mandates on the Railway Safety Bill will also be considered on 27 March 2024. However, the process of arriving at and considering final mandates on this Bill will apparently be put on hold until after the general elections – leaving the final phase of the Bill’s passage through Parliament to newly elected committee members at national and provincial levels.

On 20 February 2024, the NCOP Committee on Trade & Industry, Economic Development, Small Business Development, Tourism, and Employment & Labour is scheduled to begin public hearings on ‘B’ versions of the Companies Amendment Bill and Companies 2nd Amendment Bill – with 19 March 2024 earmarked for their finalisation.

The National Small Enterprise Bill’s ‘B’ version will be the focus of public hearings expected be held by the same NCOP committee on 21 February 2024. The Bill will then be sent to the provincial legislatures, with 6 and 12 March 2024 earmarked for the respective consideration of their negotiating and final mandates.

Meanwhile, the National Assembly’s Communications & Digital Technologies Committee is scheduled to hold public hearings on the South African Broadcasting Corporation SOC Ltd Bill between 20 and 23 February 2024 in anticipation of finalising it on 26 March 2024. In all likelihood, the Bill therefore will be among those allowed to lapse when Parliament rises for the general elections – to be revived when South Africa’s seventh democratic Parliament begins its work.
