PARLIAMENT EXTENDS SUBMISSIONS DEADLINE FOR THREE KEY BILLS

The Basic Education Laws Amendment Bill and Independent Police Investigative Directorate Amendment Bill are each in the final stage of their passage through Parliament.

As a section 76 piece of legislation affecting the provinces, the Basic Education Laws Amendment Bill must be subjected to a robust provincial public participation process under the auspices of each provincial legislature.

This does not apply to the Independent Police Investigative Directorate Amendment Bill, which is a section 75 piece of legislation deemed ‘ordinary’ – as is the General Intelligence Laws Amendment Bill.

Interestingly, the committee media statement announcing an extension to the General Intelligence Laws Amendment Bill submissions deadline refers to 1 March 2024 as the date by which the committee is expected to have completed its work and tabled the Bil in the National Assembly for a second reading. It would appear that every effort is being made to pass this Bill before Parliament rises for the general elections. Public hearings have already begun in the provinces.
