RESERVED POSTAL SERVICES: MINISTERIAL DIRECTIVE REMOVES SMALL PARCELS FOLLOWING REVIEW

Communications & Digital Technologies Minister Solly Malatsi has gazetted a directive allowing the South African Post Office (SAPO) to continue providing reserved postal services for one more year. However, these services no longer include small parcels.

The move follows a review process that included a request in March 2025 for public comments on proposals outlined in a discussion document – as SA Legal Academy reported at the time.

National Assembly Communications & Digital Technologies Committee chair Khusela Diko has since issued a media statement the closing paragraphs of which call on the Minister to provide ‘urgent clarity’ on the directive. In her view, in the context of SAPO’s turnaround strategy and universal service obligations, his decision ‘to terminate the less-than-1kg parcel reserved service … poses a direct threat to SAPO's sustainability’.

According to the statement, the directive flies in the face of a resolution on the then draft directive taken by the committee on 27th May 2025.
