TOURISM: WHITE PAPER GAZETTED FOR IMPLEMENTATION

A White Paper on tourism development and promotion has been gazetted for implementation – replacing one published in 1996. This follows the release of a Green Paper in September 2023 for public comment.

According to a foreword from Tourism Minister Patricia de Lille, the White Paper focuses on:

  • promoting safety and security
  • facilitating ease of access
  • domestic tourism
  • crisis management
  • promoting transformation
  • enabling technological developments, and
  • ‘recommitting to the responsible tourism agenda’.

While the term ‘responsible tourism’ is not defined, the White Paper’s section on a ‘sustainable growth model’ points to moves afoot intended to transition South Africa’s tourism sector towards one in which ‘green travel’ is the norm. Among other things, this would require tourist destinations to become increasingly energy- and water-efficient – as well as an end to practices found to have been ‘incompatible’ with international conservation principles.
