SCRAP METAL EXPORTS AND PREFERENTIAL PRICING: INPUT SOUGHT ON FURTHER SIX-MONTH EXTENSION TO CONTROLS

Please note: On 14 December 2023, the department gazetted a notice extending the deadline for input to 12 January 2024.

The Department of Trade, Industry & Competition has issued a media statement calling for public comments by 7 December 2023 on the possibility of a further extension of the following temporary control measures:

  • a ban on ferrous and non-ferrous waste and scrap metal exports
  • the suspension of waste and scrap metal preferential pricing arrangements favouring local mills
  • restrictions on the export of certain types of semi-finished copper products, and
  • a ban on the export of scrap metal rails.

According to the Government Gazette notice unpacking what is proposed, insufficient progress has been made in preventing the infrastructure damage resulting from widespread copper and ferrous metal theft. 

Stakeholders are reminded that, as a first step in introducing complementary measures, on 17 November 2023 the Civilian Secretariat for Police gazetted a notice calling for public comments on draft amendments to regulations under the Second-hand Goods Act, 2009 – as SA Legal Academy reported at the time.
